This is a review paper and has one paragraph on the light from oil and gas platform flares. It is noted that this light is very intense and it cites several papers, only a few in refereed journals, regarding the possible effects on sea birds.

The northern Gulf of Mexico (GOM) contains approximately 2,500 oil and gas platforms, resulting in one of the largest de facto artificial reef systems in the world.
